         The objective is under the Government Decision 804/2007 with further amendments, as a minor risk objective, as per the inspection report on behalf of the authorities (APM Vrancea, ISU Vrancea, GNM Vrancea) of 06.12.2007.In 2016, the objective is at the level of the inferior limit, as per the inspection report of on behalf of the authorities (APM Vrancea, ISU Vrancea, GNM Vrancea) of 09.05.2016.The notification provided by the Law no.59/2016 abrogating the Governement Decision HG 804/2007 concerning the control of major accident risks implying dangerous substances, was submitted by the authorities on 16.05.2016, together with some information as per item 7 of the law.

Within the site, there are activities of loading-unloading Diesel oil and oils in reservoirs, supplying the engines with Diesel oil, engine maintenance and repais, stocking Diesel oil for the engines, stocking oils for engine repairs, stocking fuel for the heat transfer fluid.

• A stable product at the ambient temperature, when normally stocked;
• Thermal decomposition and/or oxidant decomposition may produce carbon oxids and mixes of organic compounds; there is no risk of accidental polimerization;
• It energically reacts with strong oxidants and burns easily in contact with warm surfaces, in contact with cu sparks and open flames;
• Diesel oil is not compatible with strong oxidant agents and forms explosive compounds with the air;
• When burning, Diesel oil forms primary polluters, macroparticles, carbon oxid which contributes to forming secondary polluatant and may have a negative impact on the ozone layer;
• It may produce long-term effects in the aquatic environment because of the layer formed at the surface;
• It may cause a slight eye irritation;
• When inhaled, it determines the increase of the respiratory rate and tachycardia. When in contact with the skin, it provokes skin inflamation.

• At the normal temperature (in the environment), the oil has a low volatility, practically does not evaporate and it consequently, it cannot create dangerous concentration of vapours in the air;
• The oil represents a risk for human health when oil vapours can form, by spraying or evaporation due to heating;
• When burning, it generates irritant, corrosive and/or toxic gases, as any other oil product; carbon oxids are formed; carbon dioxide has narcotic effects, it irritates skin and mucuous membranes; carbon oxid may have a toxic direct effect on cells;
• When inhaling those gases, it provokes strong pains in the forehead and temple area, redness of the face and burning feeling, thirst, speeding up of pulse, nausea, vomitting;
• In case of spilling in the surface waters, a layer is formed on the water surface that impedes on the oxygenation process, while the water will have a specific taste and smell of oil product;
• Insoluble in water and not biodegradable. In case of accidental spills, it will form layers on the water surface, it will accumulate in the ground and infest ground waters;
• It does not transform itself in the environment.

• When spilled in the sewage system, there is an explosion risk.
• When inhaled or swallowed, it may provoke irritations of the digestive tract, vomitting, or it may have a negative impact on the eyes.
• When in contact with the skin, it may provoke skin dryness.

The alarm system on the site is of the acoustic and visual type:

• A mechanic, acoustic alarm system, with an alarm bell, in the area of the oil storage room.
• An electric, acoustic alarm system (128dB), with a ring, in the area of the administrative building and the of the storage room.
• An electric, visual alarm system, with an intermitent light in the area of the administrative building and of the storage room.

The electric alarm system is simultaneously achieved both acoustically and visually by a single command. In the area of the oil storage room the alarm bell will be manually activated.

The latest visit on the site of the authorities (APM Vrancea, ISU Vrancea, GNM Vrancea) was on 30.05.2017.The inspection report SEVESO no.RUC 51 of 30.05.2017 on behalf of the authorities may be consulted, upon request, following the approval of the Director General of CFR Marfa, under provisions of item 22, Law no.59/2016, at the headquarters of the Freight engine shed of Adjud, 1, Teiului street, Adjud, county of Vrancea.

The competent authority for the environment protection may put at the disposal of any legal person or entity requesting it, all relevant information, based on the provisions of the Law 59/2016, under the provisions of item 22.Disclosure of any required information based on the provisions of the Law 59/2016 may be refused or restricted by the competent authority for the protection of the environment, under provisions of item 22, Law no.59/2016.
